New Rule from the 2004 Spring Meeting: A school can not use the same bill in two consecutive school years. Objections must be made by the coach prior to registration. The bill will be pulled but will not affect the one bill rule per school.
To help avoid mistakes and to make the entry system better – all bills MUST be submitted by coaches. Please merge all your bills into one word document before sending. This will help show you if a student has changed margins, made minor or major errors, etc. before the bills are submitted. Make sure all margins are standard. (Standard Word margins are: Top and Bottom: 1 inch, Left and Right: 1.25)
Information from previous problems that may be helpful.
Bills with minor spacing or numbering errors are not allowed in the top tiers. Please make sure to note that numbers begin at the “Be it enacted clause” and end the line before the “Respectfully submitted.” Articles should have a colon after them. All articles and beginning of lines should be aligned vertically. The respectfully submitted clause, name and school name should be to right aligned. SCHOOL NAMES should be below the student names. NO NOT use special signature format or headers, they do not transfer to another document. Your title should only be on the bill once.
Please remember not to auto format your line numbers.
Some bills look a little different than what you sent. This is because many of you changed the margins instead of the font to make them fit. I must use standard margins in order to merge all the documents. PLEASE do not change the margins to fit the bill on one page, change the font size instead!!!! (Standard Word margins are: Top and Bottom: 1 inch, Left and Right: 1.25)
Bills that are sent back will be put on an alternative calendar. These were distinctly varying form the proper format (i.e. the wrong number of articles). As per the congress manual, these bill authors will lose their authorship speeches. Please note, those with minor infractions will also be put on these same list at Grand Finals. If you are uncertain about your format, please email your bills a few days early and I can help you fix mistakes.
I know that many of you are frustrated with these rules. However, please note, the rules have not changed, we are simply able to enforce them better now that the entries come in more than 10 minutes before we need to start the morning session. Also, these minor (and major) errors have always made bills go to the alternative calendar and lose authorship rights at Grand Finals.
Coaches please note: I WILL NOT TAKE BILLS FROM STUDENTS!!!!
